                               RESOLUTION NO. 20943
                 
                 
                  A RESOLUTION ESTABLISHING MUTUAL COOPERATION
                  AND EXCHANGE BETWEEN THE CITY OF CHATTANOOGA,
                  TENNESSEE, U.S.A., AND NIZHNI TAGIL, RUSSIA.

       	    	 WHEREAS, American cities are taking constructive steps
       to foster mutually beneficial international trade, to bring about 

       cultural exchanges and understanding and to become part of the
       grass roots efforts to promote the free enterprise system in
       Russia; and
       	    	 WHEREAS, the City of Chattanooga through its Sister City
       Program is committed to establishing a greater friendship and
       mutual exchange of ideas and information with Nizhni Tagil,
       Russia; and
       	    	 WHEREAS, the City Council and Mayor of Chattanooga
       recognize and endorse this exchange with the hope that it will
       lead to a lasting friendship between the people of Chattanooga,
       Tennessee and Nizhni Tagil, Russia;
       	    	 NOW, THEREFORE, BE IT RESOLVED that the City Council and
       the Mayor on behalf of the people of the City of Chattanooga do
       hereby extend an invitation to the government and people of 
Nizhni
       Tagil, Russia to participate with the City of Chattanooga in the
       exchange of mutually beneficial international trade.
